I hope this clears it up. You can choose the minimum caster level requires to cast the spell to keep costs low or you can use your highest caster level to make the spell more effective/last longer/do more damage.
So a second level spell requires a caster level of 3. So it's 12.5*3*2 = 75gp a third level spell requires caster level 5 so it's 12.5*5*3 = 187.5 gp and so on.
